Here is the reason why. The ladies brought a lawsuit and won. All of your other examples have not had a win. It is very convoluted to actually win for sanctuaries. Colorado is actually being sued still last I heard.
In this case, yes. She's being held in contempt of court because she is explicitly disobeying a court order and she is refusing to do her job. If she wants to put her "faith" and "moral values" over her oath of office then she needs to resign and let someone else do the job that she isn't willing to. As it is, she's just grandstanding for the attention and nothing else.
