Well here's the thing legalization doesn't make something different from what it is for example porn isn't prostitution as long as there's a camera yet money exchanges hands for sex.

in the US you have to have a license to work in the massage industry...i am not sure if it is by state like a cosmetology(if you move a new certificate is needed) license...this would be in a sports clinic or spa...the places where they do the jerk off is probably not licensed...

each state is different but a massage license does not come with out class work (anatomy) as well as practice ...in colorado you must log 500 hours before you pay to test out and get your license

 

I am rather sad that this isn't about the interracial couple on the show Happy Endings, but, it's fine.
