The media doesn't really promote BM as heartthrobs though (other than maybe Black media to a black audience). 1 of the podcasts I listen to brought up a good point, black male actors aren't really allowed to be (or promted in the media) as playboys who are dating all these different females like white male actors.

I would say hispanic men are 2nd. Women go crazy over latino dudes. Plus it's less controversial and sexy to women to say and boast about having a Latin Lover than it is with Black Lover in this world. A woman says she has a Black Lover and it will make people more uncomfortable than her saying she has a Latin lover.
Depends on the location. In coastal areas its way more about your money and social life. In NY a girl will pick a black doctor lawyer broker etc over a dude of any other race who works front desk at a gym or flips burgers. Even all things being equal then where you went to school and where you grew up counts for a lot.
Of course Darkcurry is right. Because Latino/Hispanic ISN'T a race, it's an ethnicity. In fact, most Latinos in this country check "White" as their race on the U.S. census. So can you really call it an IR if a WW is dating a White Latino dude?
