It's how much rep you can give/take away, so if you have 4 rep power and you give someone negative rep, they will lose 4 reputation points, if you give them positive rep, they will gain 4 reputation points. The more reputation points someone has, the more green blocks they get under their name they get. So basically it's like chocolate coins, shiny, but not really worth anything. Hurry up and spend it before someone checks if it's real >.>

Actually, I think it'd be if you have four rep points and neg rep someone then they'll lose 2 rep points.
