I've been up there a few times. These are often the worst states...the ones that want to be southern in culture but aren't really southern...so they overcompensate with foolishness like this to prove how redneck they are.
the choking may have been 'excessive force,' but the paramedic did actually shove one of the troopers, who was maneuvering the medic's hand out of his face (does anyone know that you are not supposed to put your hands in their faces?). but like I said, the choking later may not have been warranted..I'm not even sure if they're allowed to using choking methods on people anymore
