It seems like there's two types of situation where it happens:
1) In places where there are almost no blacks and the presence of one or two emboldens some redneck racist to try to bully somebody in the presence of his buddies.

2) Places where there are nearly equivalent numbers of blacks and whites and constant friction, especially when the whites are working-class as well.

 

Pardon me while I put on my socialist hat for a moment, but it's a prime goal of the Overclass to pit working class folks against one another. One of the easy ways to do that is to use "clear" dividing lines like race and gender. So..you have the myth of the welfare queen, the myths associated with affirmative action, etc. which get pushed out to the rest of us by those in positions of power in order to *cause* the friction which can lead to this kind of crap.
