He ran and that is now a defense for police to shoot you in the back as we have learned before about the case in I think Carolina. Watching that video it confirms what many are saying that police officers are not properly trained. They seemed scared but yet remorseless and trigger happy. That is NOT the kind of people you want carrying guns.

 

The problem here (per the video) is he ran, they chased him, then they suddenly stop and back up around a house corner, saying "gun". Then we see them turn the corner, yell gun again and fire, then we see Stephon stagger and fall forward (likely after the first neck or thight shot (his back appears to be to the sliding door (or window?). The cops keep firing on him while he lays frontal.

It doesn't matter what the news say, it's what the grand jury will be presented with.
It's possible Stephon felt cornered not able to get inside his GM's house? So he moved towards them to leave, not seeing they were hiding and that's when they jump out and shoot him. Excessive deadly force might be the charge that could stick.

It's sad that running from cops sets of this adrenalin-fueled manical reaction in cops. Its like you suddenly become the hunted prey and the cop is the hunter. We're talking human beings here.

There's was an announcement of a new bill being introduced addressing police shooting. They are proposing a change from "reasonable force" to "necessary force"

The new bill would require that “police officers only use deadly force when it is necessary to prevent imminent and serious bodily injury or death.”

Police in the state would also be required to “honor the public’s right to know” by releasing all the information related to a police shooting.

California is one of the most secretive states in the country when it comes to police use of force and misconduct records, the ACLU claimed."

The ACLU said that in CA police kill people more than any other state.
