It would be a good idea, but the problem is that most of the blacks lack the drive and also interconnectedness to even get started with a business, even if it's just small. Moreover, many of the business-minded or educated blacks are traveling to Georgia and Alabama and California to pursue their careers rather than staying here. However, there is a glimmer of hope. It's not all that bad. Things have progressed despite it being relatively slow in the progressive department.
