That's a step in the right direction. Too many municipalities have a perverse incentive to maximize fine revenue by harassing and over-policing its citizenry.
Seems pretty useless to have a local department like that when this sort of scheme is more about enriching the small numbers. But I wonder if really helped traffic at all....
