Hackers will leave you f#cked. Even if it is temporarily. The Cartel is probably going to kill the guy either way. They don't give a flying f*ck. Killing is part of their daily routine. What will most likely happen is.. they don't release the guy... information gets out...then, the Cartel does an audible and assigns new people to occupy the positions that have been exposed.

Like I said... they will understand that they're under surveillance and assign new members. And I already mentioned that hackers will leave you f*cked... temporarily. You better believe these guys will just regroup and revise their strategy no matter how long it takes. That being said, those exposed will probably get locked up and take a fall. It happens in the business of organized crime. A couple of guys get pinched, a few big heads playing the third person role don't get touched and then they hit the reset button and start all over.
you could have written the book on counter-insurgency if it hasn't already been done. Reminds me of the Israeli/Hezbollah example, in which the Israelis put those guys under surveillance and tried their best to eliminate their chain. Realizing they were under surveillance, Hezbollah would frequently change their routines and stuff like that. Even when the Israelis successfully went through with strikes, Hezbollah simply put another guy into position and the circle went on again. It's interesting reading about counter-insurgency from a military standpoint, and then seeing how that could be applied to drug runners or organized crime in general.
