His french is understandable, but he disregards punctuation and syntax. Don't forget that he has been out of his country for a while, so may be has not used the language .....

it means- " I'm an African who lives in Germany since the age of 10"

Either he can't speak the language at all or he is just using a translating service such a google etc. Which would explain the hysterical syntax and misuse of words and expressions out of their context. He is a troll. He is asking me to come up with arguments to refute what his saying.

I only took high school French but I think it should be "je suis un residant africain"...the structure of his sentence is more like English....and shouldn't it be depuis quand...not depuis I age de 10 ans...the tense seems off....who knows
