You can set a car to be part of a car bomb. No one is arresting people off the streets who have a cell phone or a car.
Him being expelled just doesn't make any sense, fair enough we live in dangerous times where homegrown terrorism is a problem and it's common sense to be on the alert for any kind of suspect package from any ethnicity. But once it was established that it was a mistake and it was a harmless homemade project from a student then he should have had an apology and been admitted back to school the next day. If that school district feels it has a security issue when it comes to homemade projects it should furnish every child with the relevant do's and don'ts when it comes bringing in independent work. Ie things should be built inside of clear plastic housing otherwise it's not permitted on school grounds. Blanket rules that affect everyone not just a certain minority, they really should be blaming themselves for this problem and not denying a child his education. They certainly deserve to be sued and obviously they need to learn some lessons from this from an inclusion perspective and also a safety perspective.
