'Heavy' is any amount of weight above the ideal. So if a 5'5 woman is expected to weigh 128# by dieticians and nutritionists but actually weighs 140#, she's not fat, but she's not at a weight a doctor would consider 'ideal' either.

No confusion at all. I live here, its sad but true but the larger British lady is made to look larger when her Eastern European sisters are running around all over the place. I'm yet to actually see an overweight woman from the Eastern bloc. Lets not get it confused, we have some of the finest women that walk the earth living here. But there is a significant proportion of women AND men here that simply do not look after themselves. I have been guilty of it myself but I'm fixing that now thanks to a local Crossfit gym. Add to the fact that I go to Paris a few times a year and the women there tend to be much slimmer as well. That article is only telling half the story, I say again men are just as bad IMO.
Not all British women are as fat as John Bull. They are fine and with the posh accent it makes them sexy.
