A Cybe-War Manhatten Project

I would like to hear only from those in the IT community on this thread. I'm going to take next semester a second class outside of my Project 21 Trades Initiative in Information Security Professional Certification Program "Certified Ethical Hacking Course". I want to do a project paper on a National High Tech Project for cyber-war defense. Any ideas. I believe we need a Cyber-War Defense Manhattan Project to develop defenses against all enemies be they Russian, Chinese, Terrorists etc.. What type of concepts do you think should be emphasis.
