Cultural and generational differences, compounded with a lack of information on his relationship with said person, would leave me to believe these things. I assumed the woman is American, but if she is German, you might be right. This isn't enough information to go off of, either way.

All true! We just don’t commonly hug up to an opposite-sex friend except to greet, to congratulate, to sympathise etc. So if it’s just random hugging with her hands behind his neck, then from my perspective she’d have some non-platonic interest, at least something is there beyond the platonic. But who knows, maybe it works differently over there.
