I can understand the polling criteria, but apart from his own money input...has he really received donations from min 225,000 unique donors in 20 different states?

He gained notoriety nationwide when he almost became governor and was being considered as a possible VP pick by several different candidates in this race.

Even though he was unlikely to be picked as VP, he's definitely somebody who would have been deployed throughout the South as a surrogate.
