They are used to seeing topless women by the pools, lakes or seaside and are brought up not to consider it such a big deal or at least respect themselves enough not to let it show.

I support people being as zealous and religiously flaky as they want to be, as long as their flakiness is used to govern themselves. I stop when they attempt to extend those restrictions across the entire society. I feel the same way about all belief systems.
