No, he Is not. This is wishful and not reality.Insurance companies do not want to put risky people on their insurance plans. They will leave as they have already done. Why as an insurance company would you put a fat person on your insurance who you know will cost you a lot? Why would you put someone on your plan that smokes? What will happen is the insurance companies WILL get involve and pay the state politicians to give terrible plans that most people don't understand until they are in need of medical attention and realize how horrible they are.

Kicking the problem to the states is just a way to escape blame.
