You're taking about the morena Clara women. They are there. However, you might find them on the beaches or in the samba schools, or in the termas(a spa-like brothel). Places like Centaurus or Club Help are the better known places in Rio De Janeiro.

You really have to play up the American thing otherwise the women will assume you're a local without you even opening your mouth. Many Brazilian who like gringos are going after more Anglo-Germanic men so brothas will have alot to compete with.
