I think most cultures on the planet view women as the property of men, and once you strip someone of their essential humanity, doing what you will with them is a given.
Whilst I can certainly understand the critics' POV, I applaud India for trying this out and at least doing SOMETHING to help keep women safe. Baby steps... I haven't really kept up on the research. I'm not sure.
When official just underneath the PM say shit like "boys will be boys", I won't expect much change anytime soon. This needs to be taken seriously at the highest level, which it isn't.
