The feds were doing this for tax violations and drug violations for years. Now the local government want a piece of the pie. I watched a 20/20 episode about local governments having police write more tickets and citations to make up for budget shortfalls.
Basically This was one of the issues with ferguson, speed traps and other towns This happens in other departments too I know here they literally check your trash to see if you are recycling or not, and throw you a nice fine
