So...on one hand, you have officials saying he was attempting to get the boys to stop bullshittin in the bathroom (we've all been busted doing stupid shit there)

On the other hand, you have parents condemning this poor guy for reppin his nursing home ward

It's pretty clear from the photo that he's making some kind of sign, but whether he knew it was a gang/inappropriate sign is another story.

In college, my sociology teacher told the class the story of how she had worked with at risk youths and gang members. She and the kids that she was with were in a park in Miami. One of the boys was standing alone in front of a group of other boys. The boys were silently communicating with each other using gang signs that, if the observer was astute, would know it was threatening and intimidating. The instructor knew this and she went over and retrieved the boy from the group before anything escalated.

 

DO you remember the little fight that the mayor of Miami had with the chief of police of Miami? Let that sink in about this mayor and the chief of police of that town.

 

When did that occur? I moved into Miami-Dade County in '05.
