The executive branch gets a certain amount of funding from the congress to run its various departments,.... but the president, his chief of staff and directors can manipulate that money between departments.... as they please......

They had funding for an alarm.
They muted the alarm

They paid a guard to be at the door.
He was not there.

They paid a plain clothed surveillance team to stop intruders.
This team did not notice him.

They paid for dogs.
They chose not to release the dogs.


You can give people all the money in the world but that doesn't mean they will do their job. That's the problem not lets throw more money at it.
