A foster mother in Austin, Texas has been charged with beating a toddler to death after she was placed in her care because social services found her biological parents smoking pot.

Emergency services responded to a 911 call from Sherill Small, 54, on Monday 29th of July asking them to come to her house because two-year-old Alexandria Hill was not breathing.

The tragic tot later died in hospital from a brain hemorrhage and doctors told police that the explanation Small gave them for the child's injuries were not consistent with her wounds.

The little girl's life support machine was switched off on Wednesday 31st of July and Small was arrested and charged with murder the next day - allegedly admitting to authorities that she had thrown Alexandria to the ground.

Her distraught parents, Mary Sweeney and Joshua Hill are now working to file a suit against the state and foster agency, Texas Mentor for placing their child in the care of Small in the first place.

'She was placed into foster care for neglectful supervision because her mother and I smoked pot at the time,' explained Hill to KXAN.Com.

According to court records, Alexandria's mother has a medical condition that does not allow her to be left alone with her own child and Hill's marijuana use had become so bad he almost dropped his daughter down the stairs.

Foster Care: Alexandria Hill had been released from the care of her parents into child services protection after they became incapable of looking after her

The parents, who are not together, handed Alexandria to Hill's mother to care for - until the state intervened on November 26th.

According to the Department of Family and Protective Services, the family disagreed who should take custody of the girl and decided to involve the CPS themselves - until both mom and dad got their lives in order.
Hill told MyFoxAustin.com that his daughter had always seemed happy with Small - and that the events of last week came as a horrifying shock.

Indeed, Hill realized something was seriously amiss when the 54-year-old foster parent began to change her story about what happened.

Devastated: Mary Sweeney and dad Joshua Hill (right) have lost their two-year-old girl Alexandria Hill after she died in the foster care of Sherill Small in Austin, Texas

'The first thing that she said happened was Alex was running the house towards the kitchen and she slipped and fell backwards and hit her head on the ground...bull****,' said Hill to MyFoxAustin.

'Straight off the bat, bull***, there's no way in hell.

'Forgive my language, but I think that b**** lost her mind and slammed my daughter in the ground...and I think that somebody should do the same to her.'

Hill saw his daughter just days before her death.

'We went to McDonald's to have lunch, she played on the playground,' said Hill tearing up.

'I never really thought that would be the last bit of time I would spend with her, or I would've done more.'

When the state intervened at Alexandria's parents request, the Texas Department of Family and Protective Service (TDFPS), placed her with Small in January.

Poor beautiful little girl. The foster system is in desperate need of an overhaul and tighter more stringent background and psychological checks need to be made on the foster parents before they are given charge of a child.

That she-man beast will cop it in jail. This child had no chance. Her parents weren't bad people, just needed a little straightening out. But that foster monster, put it under the effing jail with boot to cheek. Thank you!

This kind of shit pisses me so OFF.

They took the child away because the parents were smoking pot (omg! It doesn't get any worse than smoking pot! Wait a minute...) and placed her with a person who BEAT HER to DEATH.

Because compared to smoking pot, THAT'S excellent parenting

Marijuana is illegal in America for many reasons. Any drug that impairs a person's cognition should be taken with extreme caution. The problem with Weed, most people do not think it impairs anything. This has been a deadly and costly mistake in America. People are still dying each day because of Marijuana abuse, dependency, and the folks who kill to distribute it while others sell it locally. Yes, child services was justified to place that child in another home. And they are also culpable for what happens to a child after he / she has been placed into another home. God bless all.

Bet they find out this chick was on one of the many legal psychotropic drugs that docs hand out like candy.

those drugs are way more dangerous than weed, and once you're on them, you're on them for life.

You are just as uneducated about psychotropic drugs as Brooklynny is about marijuana. And no, I dont use either.

She looks mean though. Its a tragedy, what happened to that gorgeous little girl! Just nauseating! She was meant to protect that little girl, instead, she killed her. How did she pass the screening?!:(

Good question Geek. You would had think she would had been screened good. In the meantime those "pro-family" legislators in those GOP states are closing abortion clinics left and right by sneaky means.

okay educate me then. All the marketing for these drugs typically say something like "talk to your doctor before you stop taking, otherwise you're a danger to yourself and others"

    "doc I'm feelin depressed"
    "here! have some prozac"
    "Wow I'm no longer depressed"
"okay stop taking prozac now"

?? Nah. Once you're on that treadmill, they keep you on it. And half of it is about MARKETING, not solving your problem.

I think that in a lot of those cases, depression and kid's "hyperactivity disorder" especially, they're trying to "make your feet fit your shoes," when a better cure would be changing your circumstances and your outlook. And at the heart of it is the pursuit of $$.

Thank the lord, I've never been in a position to have to know much about those drugs. But from the outside looking in, I think they're a giant scam. And it's the height of hypocrisy that these drugs, plus other stuff like lab testosterone, viagra and stuff like that are on the market when people are being thrown in jail (or shot down or having their kids taken) over lil ol' weed.
