They've had a gold mine when they debuted, with all the classic TV shows and what have you...in the spirit of the golden years of quality TV. Toonami recently came back, but it's not as good as it once was.
Well considering all the other changes they did with his background, that was like a minor thing. The mom, younger sister and step dad Tommy Merlyn, who is going to end as his archenemy Merlyn the Archer from the comics, is his best friend and never mind what happened on the island in those years he was stuck there that forged him into the Arrow. Deathstroke's mask with the arrow through the eye at the beginning is a big clue somethings went down.
I understand all that. Yet Metropolis, Gotham, Central City, and Coast City didn't change when on screen.
Lets be real. Who doesn't know where superman batman and flash live? I had no idea who is in coast city until looking it up. These are the cities that most well known comic book characters in DC live. Most people won't notice with GA. Heck, you are the only one that brought it up. All heck would break if Batman wasn't in Gotham!
They're trying to ground this show as much in reality as possible, so a more "realistic" sounding Starling City as opposed to Star City for the non comic book viewing audience was used. Notice that Oliver Queen did not rely on any disabling shots. All of his arrow shots were straight kill shots. Compare that to how he was played in Smallville.

Yes. Thus the grounding it more in reality and the changes. Basically the same thing they did with Blade when they brought him to the big screen. If they would have did that character based on exactly how he was portrayed and looked in the comics that movie would have tanked.
And that's the very reason why they were given those names in the comics originally. It was to convey they were/could be any city, since all of DC stories takes place in a fictional world. Marvel start off the same way until Stan Lee decided it was easier and a bit more identifiable to have everything happen in New York, since that's where he lived at the time when Marvel first started up.

It's kind of ridiculous how The Cartoon Network pulled the DC block from the lineup. -mild spoiler- As for this most recent episode of Young Justice. It was cool to see Blue Beetle show what he is capable of. and I hope Ms. Martian learned her lesson from being so ruthless to her "enemies".
