Roaches is just what they look like just hanging around the man's place of business and affecting his livelihood and when the cops come they scatter and then show back up when they leave. What customer would walk in that store and take out their wallet or purse with all those vagabonds loitering around the store looking for a mark.

A rather intriguing question is who are the parents of these social miscreants, that they are engaging in this anti-social behavior and have no accountability for it, therein lies the problem off the bat.
