Most russian women, from what i can tell, appear very open to IR dating, though it feels like their family and culture might be more restrictive.

Not only the Africans actually have a hard life in Russia... I can say the same for the Caucasians, Tajiks, Uzbeks, Ukrainians, Turks, Asians and so on, and so on, and so on.....

Everything depends on the region where a woman was grown, because every region has rather different traditions. If a woman lives somewhere in the middle part of Russia, i have no doubt, her family will be very strict and have traditional view of their daughter's suitors)

But on a serious note...are there differences in attitudes (openness wise) between Russia, Ukraine, and Belarus? If so, what are some of your personal experiences or observations?

Yes.. I have never been in Belarus, but as for Russia and Ukraine there is a big difference in the attitudes. I had a discussion on this theme with my friend who is also Ukrainian but lives in Russia. The interesting fact that we lived in different cities in Ukraine, but we both don't remember any cases of bad attitude towards people in general.
If to compare... Ukraine. I lived in Kirovograd, the central part of Ukraine and mosty i will tell about this region. Almost 40 per cent of people were non-slavonic) When the population is so mixed, rather difficult to keep the extreme nationalism. As i remember, there were mixed couples everywhere) especially if to go to the town center in the evening)
Next thing... The schools and the universities. There were approximately 10% of black children in my school, and some of them studied in my class. I don't remember no one bad word which was told towards them. There are also a few universities where at least a half of students are black. Kids can be very cruel sometimes, but no one black child was discriminated by the color of his skin.
Next.. IR dating. I can say only one thing. Yes, it was everywhere. Yes, it's normal for Ukraine.
Note. People in Western Ukraine are very nationalistic. If you don't know Ukrainian language, don't go there. Nobody will speak with you. I'm not joking. My mom once visited Lviv (a city in Western Ukraine), she was very surprised, when a woman whom she asked for smth in Russian, just looked at my mom, and then moved from her.
Russia... Russia is a bigger country than Ukraine. I have been in the central and western part of it. Now i live in Tambov, and i see that the attitude towards the black people is the same almost everywhere. I have already told about the idea of the Slavonic superiority among Russian men. As for the women. Actually i can divide them into several groups according to their beliefs\thoughts\etc. 1st group - shares the opinion about Slavonic superiority. 2nd group - has nothing against people of other races and nations, but they will never date a non-slavonic wo(man). The reasons - 1)they are afraid of the strong disapproval of the 1st group. 2)they just don't consider the dating with non-slavonic people as probable. but! they can be friendly. 3rd group. the attitude is the best) unfortunately, this group is in the minority.

I remember a friend who lived in Liviv who told me if we meet it would be in Poland instead of the Ukraine. Unfortunatly I lost her address and had I did not misplace it I would had met her in Poland.

I understand) Probably, she didn't want to meet in her native city, and she was actually right for that. There are a lot of nationalists in Lviv.
