Myth 3 and Myth 4 are textbook examples of institutional racism.
When two people commit the same offense yet one person is statistically treated more harshly for the same offense, that's bias.

I don't know what Hispanics you know, but they have their own history and are proud of it. I see way more Hispanics take pride in their culture than I do blacks.
