Aside from France there isn't a strong philosophical heritage in Latin countries, and therefore little historical precedent for the secular notion of natural rights. There are divine natural rights distilled through the prism of Catholic doctrine, but Catholicism isn't known for advancing the idea of black equality in Latin America.

TJ didn't see fit to extend that to the millions of Africans on American soil, but it remains a (revised) cornerstone of African-American thought. Without it the blacks who were brought to the states as slaves would likely have a weaker philosophical framework like the blacks who call Latin America home. The notion of equality means that you don't have to be something other than black to lead a dignified life in this world.
