The rioting and looting that convulsed poorer sections of London over the weekend spread Monday to at least six new parts of the metropolitan area and broke out for the first time in another big city, in what appeared to be the worst outbreak of social unrest in Britain in 25 years. Prime Minister David Cameron, apparently caught off guard while on vacation at a $10,000-a-week Tuscany villa, made plans to quickly return home and was planning to convene a Cabinet-level meeting on Tuesday to deal with the latest crisis confronting his coalition government. The mayor of London, Boris Johnson, also scrapped his vacation abroad, as did the top official in charge of domestic security, Home Secretary Theresa May, who flew back to Britain on Monday and said all rioters would be prosecuted. “There is no excuse for violence, there is no excuse for looting, there is no excuse for thuggery,” Ms. May said. Despite a huge increase in the number of riot officers, gangs of hooded youths, many of them communicating via Blackberry instant-message technology that the police cannot monitor as well as social networking sites and bicycles and mopeds to spread the word about where to strike, outmaneuvered the police from one riot scene to another in the London districts of Hackney, Lewisham, Clapham, Peckham, Croydon and Woolwich. They smashed store windows and set several shops and vehicles afire, some of them burning uncontrolled deep into the night, including a large furniture store in Croydon that forced the evacuation of nearby homes. They threw firecrackers, bottles, rocks, chairs and shopping carts at the police and scattered easily to regroup when riot squads charged. Some police officers allowed the looting to go unchecked, concentrating instead on stopping new outbreaks of violence. It was the third successive night of rioting in London, set off by a confrontation between youths and the police in the Tottenham neighborhood on Saturday that spiraled out of control after a 29-year-old gang member was shot and killed by the police. The rioting recalled earlier spasms of violence rooted in deep social problems, including racial tensions between the police and London’s Afro-Caribbean population. The mayhem also spread for the first time to the city of Birmingham, where the BBC and other British news organizations said at least 200 hooded youths massed near a shopping center in the middle of the city, smashed windows and looted stores. The police in Birmingham cordoned off the area and made at least nine arrests, including some people younger than 18. The new outbreaks came as the police vastly increased the number of riot-control officers deployed in London and announced they had made more than 200 arrests since Saturday. Tim Godwin, the acting commissioner of Scotland Yard, who held an emergency meeting with Ms. May, the home secretary, said the most important priority was to stop the rioting, and he appealed to neighborhoods beset by the mayhem to help identify the rioters. He said there was “a conversation to be had” about grievances among the rioters, “but the immediate need is for an end to the violence.” Ms. May, striking the forceful tone that has characterized almost all official pronouncements on the turmoil, said “those who are responsible will be held to account, and there will be consequences.” The rioting appeared to be the most serious since the Broadwater Farms riot in October 1985, so named because it happened the Broadwater Farms public housing project in Tottenham, home to a large Afro-Caribbean population. Hundreds of rioters armed with shotguns, gasoline bombs and bricks battled 500 police officers after a black woman collapsed and died as her house was being searched. The riots are the offshoot of multicultural policies that institutionalize racism. The countries running some of these policies see a pattern of settlement that leads to ethnic enclaves where in those societies there are artificial borders. Borders that mean your zip code and race determine your station in life.Many of London's terrorist plots were hatched in some of these neigbhourhoods. Many are have the culture and diversities of third world countries in a country. Until there are inclusive policies that forge one national identity against the multiple identities these policies create, there would be problems.

England doesn't have the racial issues you guys have in the states. This is down to class. This is why if you turn on BBC World News, you won't see one race burning down the properties of innocent people. You'll only see one class, though. In my opinion, ruining the homes and the property of innocent people is sick regardless of race, especially considering that they're messing up their own communities.
