I don't even know why you mentioned immigrants, Detroit is 81.6% black and 12.3% white, just use some logic and you'll see there is no way immigrants can be responsible for this.

Poor Detroit seems to get the butt of many jokes now. Newt Ginrich if I'm spelling his name correctly said today that President Obama want to take the nation in the way of Detroit by being the "Food Stamp President". How insulting.

He was not in any way blaming immigrants for anything. Read his comment carefully. He was saying that the auto industry was the reason that immigrants and other un-educated people could be so successful even without education. It was not an attack in any way.

You also have a large immigrant population in Greektown, which is downtown Detroit. This is where you have the Greektown casino and quite a few businesses owned by immigrants. The CITY of Detroit, which is about 712,000 people is mostly black. But Metro-Detroit, which is over 5 million people is not. People do not like to associate themselves with Detroit because it has such a bad reputation. This is why you have groups who may even live in the Detroit city limits but do not consider themselves "Detroiters", like Highland Park. Highland Park is a city "inside" the city of Detroit but they don't consider themselves Detroiters. Using logic from what you read about a place and actually experiencing that place are two entirely different things. Being in the millitary and travelling to actual places versus reading about those places can really catch you off guard, no matter how logic you are.
I don't know but I really think that article was referring to the city of Detroit, as Metro-Detroit is mostly white, either way immigrants can never be responsible for it. the city is mostly black and the metropolitan area is mostly white.

You have immigrants who can't even speak english, let alone know how to read or write but yet make more money working on "the line" than most educated Americans. That's the part I was referring to, not being able to speak English doesn't make anyone more or less illiterate, if they can read well in their native language they're not illiterate. The article is clearly referring to Americans who are functionally illiterate

You have totally missed the point of my post but okay, I'll bite. If you go to another country without being able to comprehend that country's language and culture, you WILL be functionally illiterate. I don't care how well you can read and write in your native language. There are millions of dialects and languages that only the people of a particular tribe or village can understand. Even though they can communicate with each other well, when it comes to people outside of their community, they can't. There are also many gestures that may mean one thing in one country but something totally different in another. When former President Bush went to Australia and gave a speech, at the end of the speech, he made what we consider a peace sign at the end of his speech. However in Australia, it was considered a "fuck you" gesture ( flipping the bird ). Reading a map for directions, ASKING for directions, reading the street signs, reading the instructions on how to properly operate a machine, etc. Being that English is the major language spoken here in the U. S. and if you live and want to work here and can't learn the language, yeah, you ARE functionally illiterate no matter how will you speak in your native language.
