How is it ass kissing to express your opinion without insulting the person? There is always a tactful way to still get your opinion across. Saying as you stated as an example "I really don't like it, I think its a bit over cooked on the outside and meat is still red on the inside" is totally okay in my eyes. It's not praising,but not insulting either. It's a healthy middle. Especially when you add an advice like "Maybe next time when cooking this dish try to ...(insert whatever you think may be useful) " it is very constructive and I'm all for that.
