As hard as it is to belive, Mr. Ra, some people are interested in more than just getting "broke off proper". Just getting some is easy, but if you are looking for quality sex in the right circumstance (i.e. in a relationship), it's not easy at all.
It means sounding college educated and the mention of sounding white has strong identity undertones. This comes with accent that has traces of middle class upbringing. I guess it is a form of social, cultural and political identification in a society, or do as say country that has been socialized and constructed along racial and social categories. It is akin to sounding 'properly' British in Ghana without the traces of your ethnic origin, more like a polished Ghanaian that speaks English like he schooled in Britain. I guess that is the beauty of struggle of classes and races in American society.
