The kind of war where it was 'common,' to hear horror stories about 30-man infantry platoons getting slaughtered on patrol. The kind of war were enlistments don't increase, because people know we won't be bullying some ragtag nation into submission.
Even if the enlistments don't increase, as long as there is an underlying message in the media being shoved down your throat day-in and day-out telling you that danger of some sort is imminent, people will find the motivation to fight back.
