Should Ebonics be classified a language like French and Italian?

Not like it is in high school. From 18-25 hardcore rap is all a lot of people listen to, and subsequently it's the only language they speak. I don't know anybody over 30 that talks like that all the time. Ebonics is a silly concept to adults.
