for domestic counter-ops, i'd agree and say the FBI does that. I remember them having undercover agents in the KKK, Hell's Angels, and stuff like that. CIA stands for Central Intelligence, but you're more likely to find them overseas in Afghanistan or Iraq right about now, supporting Allied military operations.
