Dex...as someone who lived in Montreal for twenty-plus years, I think your assumption is somewhat correct. Provided that you put the following caveat: Those who are "native" French-Canadian who live in close proximity to larger metropolitan areas (Vancouver, Calgary, Edmonton, Toronto, Halifax, and of course Montreal) are more likely to be bilingual those those who are "native" English-Canadians...then, I think, you would be correct.
