The black cop in Chicago P.D has had 3 flings. . I haven't watched this show but looking at tvmaze -the one posted above has made one appearance on the show -one of them appeared on the show for two episodes -the other appeared for one season. This guy's been on the show for 12 seasons and that's all the romance he's had.
As I said before there are always certain filmmakers, producers and showrunners out there that does these things on purpose to portray an image of Black Men and IR relationships involving black men in a negative way. Doesn't work on the majority, but it makes them feel better about themselves.
1. It's not certain filmmakers. This is an industry wide agenda. 2. He didn't even get a long term black girlfriend. 12 seasons on a show and you have 3 flings, two of which lasted a couple of episodes . This is about more than interracial relationships, they want black men completely desexualized.
As far as the IR element... Spoiler The two leads are Hezekiah Moscow and Mary Carr. They're pretty much instantly attracted to each other which only becomes stronger once they see their ambitions matches their passion. The issue is Mary is a con artist and manipulator which looms over every interaction they have. Hez is unsure whether he can fully trust her or not. Without going into deeper spoilers they do fall for each other, but past deeds have a way of getting in the way of things I find it a pretty entertaining show so far.

Spoiler I'll leave much of the connecting subplots out so this doesn't run too long. Mary is the leader of a gang of female thieves, The 40 Elephants, working under the larger, more dangerous male 40 Elephants gang that looms over the latter phase of part 1. She immediately becomes infatuated with Hezekiah, a Jamaican born fighter who comes to the city to make a name for himself along with his brother. Hez is talented, ambitious, and charismatic and Mary feels she can use his skills to her advantage for her and the gang to heist the rich lords as long as he can keep winning fights and become a big enough draw to get into one of their houses. Hezekiah is right to be cautious about trust her, but their mutual attraction and thirst for success brings them closer. The heist is successful, but it turns out the stolen loot is only silver plated which puts Mary in harms way for going behind her superiors back with nothing to show for it. Mary's gang becomes disillusioned with her leadership. Hez comforts her and she finally lets her guard down and falls for him. For his role in the robbery, Hez becomes a target of the 40 Elephants and secretly Mary offers Hezekiah's trainer and brother as victim to protect him. Having nothing left in the city but Hezekiah, she convinces him to flee to America with her to start a new life, but Hez finds out her role in his brothers death and shuns her. That's where part 1 ends.
