That's not how any of this works. For one social safety net programs like Medicare and Social Security were never implemented in a state before becoming nationwide legislation and they have worked out pretty well.
And it's odd you think our tax dollars going to enrich and improve the lives of our citizens is impractical yet no one on here called the 2 trillion dollar tax cut (which would more than pay for everything proposed) impractical.
You don't want examples that it can work you just want incrementalism even though that's completely inefficient. It makes you feel comfortable but nothing you've ever said has ever made an argument of why this won't work.
