That and the unknown blast radius. That could have harmed innocent civilians as well as millions in damage depending on what he was using. Based on his positioning, it was probably premeditated, so it was planned out. That could involve a laundry list of possibilities that they may not be prepared for. So, they reacted based on such information and lack of information. It was a smart move on their part.
