IMO it's a mild slur against WW. Saying it's racist is a bit much. It would be like a White dude referring to all BM as a 'Tyrone'. Very few words are in the racial epithet Hall Of Fame like n_gg_r. But that doesn't change the fact that calling anyone outside of their birth name, let alone an entire group of women of a specific ethnic background, BECKY, is offensive. I guess if I was a White chick I could see how it's kinda racist. Regardless, someone like Beyonce probably shouldn't be using it since the term is MEANT to be offensive and a generalization for all WW. Becky started out I think as a BJ reference, but I've seen it used more often lately as a term to call WW.
This It's just a general term referring to WW. Just like Lee, Ling Ling, Daquan, Shanequa, Consuela, Juan, etc. If anyone is offended by it they have thin skin and need to get a reality check. At least Becky is a formal name.
